What access to justice and safety do vulnerable people have and how are young people treated when they come in conflict with the law? Victim services and Child Development Centres (CDC) are available at region-wide, fixed points across the country, rather than by district. Various services for vulnerable populations are provided at these locations. Young persons in conflict with the law are sent by the courts from all over the country to three CDCs.
